Serves as Staff Attorney and supports the Chief Legal Counsel and General Counsel functions. Provides legal advice, representation and services to the Narragansett Bay Commission and its personnel in all areas of law including, but not limited to environmental, administrative, contractual, employment, ethics, regulatory, collection, utility, energy, real estate, bankruptcy, receivership, construction, intellectual property and information technology law. Primary areas of emphasis are on enforcement of applicable NBC environmental laws, regulatory laws and requirements, general business law, collections, contracts and/or construction laws. General responsibility focusing on matters relating to the enforcement of applicable NBC environmental and business laws, including prosecution of violators of the agency’s rules and regulations. Provides legal opinions to agency staff personnel and prepares reports and recommendations on legal matters. Performs other duties as assigned, within skill and experience capabilities.


At least five to eight years’ experience in a responsible capacity with a public or private firm or regulatory body, and a thorough knowledge of all general areas of business and environmental law as related to NBC operations. This position requires a Juris Doctorate degree and admission to the Rhode Island Bar. Admission to the federal Bar is a plus. A thorough knowledge of general legal theories and principles and more specifically of the Rhode Island General Laws. The duties of this position require a demonstrated understanding in all general areas of law including but not limited to: environmental, administrative, contractual, employment, regulatory, collection, real estate, bankruptcy, receivership, construction, intellectual property and information technology law. Must be proficient in MS Word, Excel and Power Point software programs. Excellent verbal and written communication skills required.
