Assists with the preparation, development, administration, analysis of financial information. The position supports the development and administration of the Annual Budget in conformance with Government Finance Officers Association standards for excellence.  The Financial Analyst also completes special studies and surveys as requested. Assists with the planning, development, implementation, and administration of the annual budget. Assists with the development of operating budgets including budget request, performance measures, priorities, and detailed budget submittal books.  Assists with the development of the capital budget including the identification/verification of operating cost impacts, and cash flow updates. Performs budget administration tasks including the update of budget information and budget transfers in Oracle and prepares related reports.  Performs independent research, prepares supporting documentation, and develops budget recommendations for review by the CFO based on cost center submittals.  Tracks and analyzes assigned large operating account expenses such as utilities, biosolids and chemical and prepares monthly analysis of budget variances and expense forecasts.  Assists with the preparation of Annual Budget supplemental sections such as demographics, policies, glossary, etc. and assists with the development of the written document.  Extracts budget and expense data and prepares reports.  Performs other duties as assigned, within skill and experience capabilities.



Education and Experience: Bachelor’s degree in business, economics, or a related field. Two to five years of financial analysis, budgeting, or similar experience preferred. Job Knowledge, Skills and Abilities: Requires a working knowledge of finance, accounting, and budgeting practices.
