Duties/Responsibilities

This position assists with the administration of the Narragansett Bay Commission’s Non-Union Defined Benefit Plan, Non-Union Defined Contribution Plan and Deferred Compensation Plan.  Prepares RFQ/Ps for Investment Advisor services and manages the investment advisor relationship. Develops, reviews and updates all Investment Policy Statements (IPS) and ensures that each NBC Plans is operating in compliance with the IPS.  Assists with the management of NBC’s retirement plans to ensure IRS compliance.  Assists with the amendment and restatement of plan documents as required by changes in applicable law.  Ensures participant notification of plan changes. Prepares supporting documentation and resolutions for retirement plan related items that require Board action and maintains all records. Manages the Investment Committee activity including the scheduling of quarterly meetings, development of agenda items and recording of minutes and all associated record keeping.  Works with the Investment Advisor to provide employee education regarding retirement.  Maintains relationship with the third-party administrator for recordkeeping, plan administration and compliance items.  Administers the Non-Union Defined Benefit Plan including, plan assumptions and funding, preparation of annual PYE actuary reports, the GASB 67/68 FYE statements and the FYE audited financial report and management of eligibility, participation, contribution, distributions, data verification, and annual census information in consultation with legal counsel.  Performs other duties and special projects as assigned.

Education-Experience

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS: Education and Experience: Must have five to eight years working in employee benefits or a business process administrative role with a four-year degree in business or related field. Equivalent combination of education and experience will be considered. Job Knowledge, Skills and Abilities: Candidate must have strong interpersonal, organizational, and math skills as well as the ability to read and interpret administrative documents. Familiarity with basic retirement plan or employee benefits. NBC requires vaccination against Covid-19 as a condition of employment, as well as continuing employment.
