CSO Phase III Stakeholders Process
In 1997, the Narragansett Bay Commission convened a stakeholders group to advise on the construction alternatives for the NBC’s three-phase Combined Sewer Overflow (CSO) Abatement Project. This effort was recognized by the National Association of Clean Water Agencies with a National Environmental Achievement Award and, more importantly, was an important factor in the development of the NBC's ultimate CSO plan. In 2001, Phase I of the project began, and since its completion in 2008, water quality has dramatically improved in upper Narragansett Bay and the Providence River. Phase II of the project was completed in early 2015. Before embarking on Phase III, the NBC elected to undertake a re-evaluation of technologies and methods for CSO control.
The stakeholders process for CSO Phase III Re-evaluation consisted of six meetings: one (1) three-hour meeting per month from March through October 2014. These meetings addressed the regulatory, environmental, and economic issues involved with Phase III design and construction.
In January 2019, the NBC and the RIDEM signed a Consent Agreement that included an extended schedule for Phase III to mitigate issues of affordability for the NBC's 80,000 ratepayers.
